Selectboard Members Present: Ken Cota-Chair, Scott Perry-Vice Chair, Carol McGregor, Sue Regan and Wendy Howard-Clerk

Visitors Present: Renee Patterson, Billy Baker, Kevin Scheffler, Christine Convard, Joe Sherman, Steve Jewett, Judith Derancourt and Karen McNall

Ken called the meeting to order at 6:30 p.m.

1.Scott made a motion to approve the minutes of August 15, 2011 as written with spelling corrections. Carol seconded and the motion carried 5-0

2. Scott made a motion to approve and sign the letter from the Town Clerk to dog owners that are delinquent with licensing their dogs. Wendy seconded and the motion carried 5-0

3. The Board, Kevin Scheffler Steve Jewett and members of the public reviewed Irene response and other emergency issues including lack of E-911, communication with each other and the Red Cross, individual and municipal repairs and location of the municipal generator

4. Joe Sherman voiced his concerns about the stability of the Black Falls Brook banks in his neighborhood in the Village and ideas for possible remedies

Christine Convard, Karen Mcnall and Judith Derancourt voiced their concern about wastewater being pumped into their yards from the Quinton property basement. Carol McGregor, as Health Officer, made a site visit and will work with folks involved

Christine is also working to have Franklin County declared an Irene Disaster Area due to the damage done to homes on Main Street in Montgomery and other areas in the county

Kevin reported from Montgomery rescue that 3 out of 5 of the new first Responders will attend an EMTB course

5. Billy and the Road Crew will continue to remove trees and repair Irene damage to roads and brook/river banks that compromise road safety.

Billy suggested a reinforcement on the bank of the Black Falls Brook in the area where the flood took out the Soule trailer. The Board agreed

The state will inspect the Fuller Bridge to guide repairs to bring it back to the way it was

5. Longley Bridge Update

a.       Ken reported that he has ordered the ACROW Temporary Bridge. Temporary Bridge will remain on the Agenda

b.      Carol reported that the Transportation Enhancement Grant went in on time. Transportation Enhancement Grant will remain on the Agenda

c.       Ken spoke to Randy Reed. The state will hire St. Onge to excavate the gravel at the West Hill Bridge. The Town will put trucks on the job. Chris Brunell gave Ken the OK to use the gravel for the Longley Bridge Site temporary bridge installation

6. Scott reported that Irene caused the School Drive Pump Station starters to burn out and repair expenses should be added to Irene expenses

Water Commission Issues will remain on the Agenda

7. Old Business

  1. NFIP CAV (Soule & St. Onge) updates will remain under Old Business
  2. Christine (Zoning Administrator) will be advised by the Board to fine Claire Lane according to our Zoning Regulations for excess junk on her property in the Center
  3. Property lines of land bought under FEMA programs will remain under Old Business
  4. There is a freeze on all Hazard Mitigation Grants due to Irene devastation in the state
  5. Town Office Renovations will remain under Old Business
  6. Renee reported that Blouins made the necessary upgrades to the PSB Boiler

The Board agreed to modify/minimize the planned repair to the Town Office front stairs, ramp and siding

7. New Business

  1. Carol (as Health Officer) reported on a dog bite in Montgomery Heights. She is working with the dogs owner to quarantine the dog according to the Town Dog Ordinance
  2. The Board discussed the duties of the Dog Warden/Animal Control Officer

Carol will bring the Board suggested changes to the Dog Ordinance

Dog Officer Issues will remain on the Agenda

9. The Board Opened the Mail and signed the Orders

10. Scott made a motion to adjourn. Ken seconded and the motion carried 5-0

The meeting adjourned at 9:50 p.m.
